Spelthorne BC, in common with other local authorities, finds its finances becoming precarious as the central government grant reduces, probably to zero by 2020, and needs to generate capital and revenue from its assets. The Council intends to move in 2016 from the Knowle Green offices, which require £3m in backlog maintenance, and is seeking a smaller building in a town centre. There will be redundancies, shared services with other councils, and many staff will share desks or work from home. Council meetings will be held in school halls etc round the borough. The Knowle Green site will be used for housing, preferably affordable. Yes, this probably means another huge development.
