Burger Plus – Application for extended hours to 3am.
The Staines Town Society wishes to make a strong objection to this application, which proposes a variation of condition 4 (hours of opening) of p/a 19/00042/FUL (Change of use of ground floor office (Class B1) to takeaway (Class A5) and installation of extractor fan and flue) to allow longer opening hours. We object to the proposed extended opening hours until 3am on Friday & Saturday nights for Burger Plus at 25 Church Street, Staines. In 2019 the applicant made, no less than 3 applications for Change of Use, each including revisions and followed by several amendments to each application, regarding ducting and opening hours.
The current days/hours of operation for this business are stated to be Monday to Sunday, 11.00am until 11.00pm (although handwritten on this Application it states opening at 11.30am), if a an extension of 4 hours until 3am on Friday & Saturday nights is permitted, late night noise will be most un-welcome in this partly residential Conservation Area setting (extraction fan in operation, car doors slamming, people talking loudly late at night). 25 Church Street is a Listed building in the centre of the Conservation Area and in the heart of a unique part of Staines, widely regarded as being more like a little bit of Chiswick Village.
The late night noise issues commonly associated with extended opening hours will soon become more relevant since Spelthorne Borough Council recently granted permission to develop the neighbouring The Two Rivers (former public house) into residential accommodation and further residential dwellings are being converted above the shops at the junction of Church Street & Clarence Street. Work has commenced at both these sites and once these flats are occupied, late night/early hours noise levels in this area should be reduced or kept to a minimum. The present trend of building and converting upper floors of town centre shops into flats means there will eventually be many more residents to be disturbed.
The operating and much earlier, closing hours of the other local businesses in this area, including bars and pubs surely should also apply to the takeaway food premises. The London Stone (formerly The Hobgoblin) public house has advertised as open until midnight, nearby Weatherspoon’s at the junction with Clarence Street, is advertised as open until midnight except for Friday & Saturday when it’s open until 1am and Tops Pizza is open until 1am. The Staines Town Society believes that with nearby residents, a blanket closing time of midnight during the week, with 1am permitted only on Friday & Saturday, would be more appropriate and acceptable for this area and urge you to refuse this request for a variation of condition 4 (hours of opening) of p/a 19/00042/FUL.
